The $260-billion stablecoin market stands at a regulatory inflection point with the imminent passage of the GENIUS Act. This legislation will formally integrate stablecoins into the U.S. financial framework, paving the way for institutional adoption through clearinghouse mechanisms.

Central clearing counterparties—long the backbone of traditional finance—may soon extend their risk-mitigation functions to tokenized money. These entities net exposures, manage collateral, and mutualize losses during defaults, acting as circuit breakers against systemic contagion. The Financial Stability Board spent 2024 fortifying global standards for these critical utilities.

Stablecoins present unique challenges. While promising dollar parity, their borderless blockchain infrastructure allows liquidity to vanish in milliseconds. Current models leave issuers exposed to redemption surges during market stress. Clearinghouses could aggregate these risks, enforce real-time margining, and provide regulators with both visibility and intervention tools.

Critics will argue this centralization contradicts decentralized finance ideals. Yet the GENIUS Act reflects Washington and Wall Street's growing consensus: stability requires infrastructure.
